Summary

This order gives the Secretary of State responsibility to receive and decide Presidential permit applications for building, operating, or maintaining border facilities that export or import petroleum, petroleum products, coal, and other fuels, and certain land transportation crossings.

Other federal departments must review applications and provide their views, generally within 90 days, and the Secretary may solicit state, tribal, and local input. The order allows public notice and comment, preserves safety, public health, and environmental protections, and sets a process for issuing, denying, or referring permits to the President.
