Termination of Emergency With Respect to the Situation in Burundi

The order terminates the national emergency originally declared by Executive Order 13712 in November 2015, which had been triggered by killings, civilian violence, and political repression in Burundi. It revokes EO 13712 entirely and lifts the associated suspension on entry into the United States for individuals who had been covered by that order. Those individuals are also removed from coverage under a 2011 Presidential Proclamation that had applied U.N. Security Council travel bans and IEEPA sanctions to certain foreign nationals.

The order preserves the legal effect of all actions taken, proceedings already pending, and penalties incurred before its signing date. It does not create any new enforceable rights against the United States and must be implemented consistent with applicable law and available appropriations.

Individuals who were previously barred from entering the United States or whose property was blocked under EO 13712 — chiefly persons designated for contributing to instability in Burundi — are directly affected. Ongoing legal proceedings based on prior acts are preserved and unaffected.

People previously subject to Burundi-related entry bans and property-blocking sanctions lose those restrictions immediately upon signing. Any enforcement proceedings already underway, and any penalties already incurred, remain valid despite the emergency's termination.

The order operates by self-executing revocation: EO 13712 is nullified and the entry suspension ends on the signing date with no further agency rulemaking required. A standard savings clause under the National Emergencies Act (50 U.S.C. § 1622(a)) preserves all prior enforcement actions and accrued penalties, so Treasury and Justice proceedings already in motion continue to their conclusions under the prior authority.
