Adjustments of Certain Rates of Pay

The order sets new rates of basic pay across the federal government's statutory pay systems for 2022. It covers the General Schedule (civilian white-collar workers), the Foreign Service Schedule, Veterans Health Administration clinical staff, the Senior Executive Service, the Executive Schedule (Cabinet and sub-Cabinet officials), the Vice President and members of Congress, federal judges, uniformed military members, locality-based comparability payments for civilian employees, and administrative law judges.

The pay schedules themselves appear as attached exhibits and are not reproduced in the order text. Military pay rates take effect January 1, 2022; all other schedules take effect on the first day of the first applicable pay period beginning on or after January 1, 2022. The order supersedes Executive Order 13970 of December 31, 2020, as of those effective dates.

Federal civilian employees on the General Schedule, Foreign Service officers, Veterans Health Administration clinical staff, Senior Executive Service members, Cabinet-level officials, members of Congress, the Vice President, federal judges, uniformed military members, and administrative law judges.

Every federal employee, military servicemember, and federal judge receives a paycheck governed by one of these schedules. The new rates determine take-home pay for roughly two million civilian workers and roughly one million active-duty military personnel starting in early 2022.

The Office of Personnel Management is directed to implement locality-based comparability payments and publish the required notice in the Federal Register. Military pay activates on January 1, 2022; civilian schedules activate on the first pay period starting on or after that date. No further agency rulemaking is required — the schedules attached to the order are self-executing. The prior pay order (EO 13970) is automatically superseded on those effective dates.
