Implementation of the Energy and Infrastructure Provisions of the Inflation Reduction Act of 2022

The order directs all federal agencies to prioritize nine specific goals when implementing the Inflation Reduction Act's energy and infrastructure provisions: efficient use of public funds, meeting the administration's 2030 and 2050 emissions targets, advancing environmental and climate justice through the Justice40 Initiative, promoting clean energy construction, strengthening domestic supply chains, increasing high-quality union jobs, reducing energy costs, accelerating innovation, and coordinating with state, local, tribal, and territorial governments. It establishes the White House Office on Clean Energy Innovation and Implementation within the Executive Office of the President, led by a Senior Advisor for Clean Energy Innovation and Implementation.

It also amends three prior executive orders: it reshapes the National Climate Task Force (created under EO 14008) by making the Senior Advisor its chair and adding IRA coordination to its mission; it revises the co-chair structure of the Interagency Working Group on Coal and Power Plant Communities to include the Senior Advisor; and it adds the Senior Advisor to the Infrastructure Implementation Task Force (EO 14052). No specific program rules or spending allocations are made—actual regulatory and grant implementation flows from subsequent agency action under the IRA itself.

All federal agencies implementing IRA energy and infrastructure provisions, senior officials on the National Climate Task Force and related interagency bodies, and indirectly the workers, businesses, frontline communities, states, tribes, and localities that receive funding or bear obligations under those programs.

Federal agencies now have a single White House coordinator and a ranked set of priorities to follow when designing and distributing IRA clean energy funding, which shapes how quickly programs launch, who benefits first, and whether labor and environmental justice conditions are enforced consistently across agencies.

The Senior Advisor for Clean Energy Innovation and Implementation sits at the center of three overlapping interagency structures: as chair of the National Climate Task Force, co-chair of the Coal and Power Plant Communities Working Group, and a member of the Infrastructure Implementation Task Force. Agencies are bound by the nine priorities in Section 2 but face no specific deadlines or reporting requirements in this order; actual program rules, grants, and tax-credit guidance must come through normal agency rulemaking and appropriations processes. There is no explicit enforcement mechanism for agencies that do not adhere to the listed priorities.
