Ending Radical Indoctrination in K-12 Schooling

The order directs the Secretaries of Education, Defense, and Health and Human Services — in consultation with the Attorney General — to submit an "Ending Indoctrination Strategy" to the President within 90 days. That strategy must identify all federal funding streams that support instruction in gender ideology or "discriminatory equity ideology" in K-12 schools, and recommend agency processes to rescind or withhold such funds. The order also directs the Attorney General to coordinate with state attorneys general and local prosecutors on enforcement actions against school staff who sexually exploit minors, unlawfully practice medicine, or facilitate a student's social transition without parental knowledge.

Separately, the order reestablishes the President's Advisory 1776 Commission within the Department of Education within 120 days. The commission — capped at 20 presidentially appointed members — is tasked with promoting patriotic education, creating a "Presidential 1776 Award" for student knowledge of the American founding, and coordinating biweekly nationally broadcast lectures throughout 2026 in preparation for the 250th anniversary of American independence. The commission terminates two years from signing unless extended. All relevant agencies are also directed to monitor and enforce compliance with the existing federal requirement that schools receiving federal funds hold a Constitution Day educational program each September 17.

Public K-12 schools, local and state educational agencies, and educational service agencies that receive federal funds. Teachers, school counselors, and administrators whose conduct may be referred for state or federal enforcement. Parents of K-12 students whose rights under FERPA and PPRA are referenced throughout.

Schools risk losing federal funding if future agency recommendations are adopted and their curricula or practices are found to involve gender ideology or discriminatory equity ideology. Parents gain an explicit enforcement focus on their rights to school records and curriculum information. The 1776 Commission's activities will shape how federally supported programs present American history.

Three agency secretaries jointly develop the Ending Indoctrination Strategy and deliver it to the President through the Assistant to the President for Domestic Policy, who then regularly convenes those agency heads for ongoing coordination. Actual funding rescission requires each agency to develop its own process consistent with applicable law — no funding is cut by the order itself. The 1776 Commission is housed at and funded by the Department of Education, governed by an Executive Director appointed by the Secretary, and subject to Federal Advisory Committee Act procedures; it has no independent regulatory authority and sunsets after two years.
