Eliminating the Federal Executive Institute

The order directs the Director of the Office of Personnel Management to take all steps necessary to eliminate the Federal Executive Institute, a federal program established in 1968 to provide leadership training to senior career civil servants. It also formally revokes the founding documents of the Institute: the Presidential Memorandum of May 9, 1968, and the relevant provisions of Executive Order 11348 of April 20, 1967, which authorized training programs for government employees.

The order does not set a specific deadline for the elimination, and implementation is conditioned on compliance with applicable law and the availability of appropriations. It contains standard provisions clarifying it does not create any enforceable legal rights or impair OMB's budgetary functions.

Senior federal career employees who previously enrolled in or relied on Federal Executive Institute leadership training programs, and the staff employed by the Institute. The Office of Personnel Management is directed to carry out the closure.

Eliminating the Institute ends a long-running federal training pipeline for senior career officials. Senior executives who would have participated in its leadership programs will no longer have access to federally funded training through this channel, and the Institute's employees face loss of their positions.

The OPM Director holds the primary responsibility for closure and must act within the bounds of existing law and available appropriations — meaning agency-specific legal constraints or funding limits could affect the pace and form of wind-down. No reporting schedule or oversight mechanism is established in the order itself. The revocation of the 1968 memo and applicable parts of EO 11348 removes the legal foundation for the Institute's existence, which compels OPM to act but leaves the procedural details to OPM's discretion.
