Summary

This order declares a national emergency because major foreign narcotics traffickers centered in Colombia pose a threat to the national security, foreign policy, and economy of the United States. It blocks all property and interests in property of listed traffickers, their associates, and entities they control, and it prohibits transactions by United States persons that involve those designated individuals.
